Why perform Risk Analysis?

Nowadays Customs administrations face two major problems in relation to the growth of international trade. On the one hand the increased volume of operations and on the other hand the impossibility of making an exhaustive control in all these operations due to the necessary fluidity in trade.

Global trends in international trade demand accelerating customs procedures. Trade facilitation does not mean abandoning the control performed by customs administrations, but in order to satisfy import and export companies, a more flexible and transparent service is required. For this purpose, the use of risk management strategies is the key to determining critical control areas. That is why we propose the implementation of methodologies and tools in order to improve control and maintain the level of facilitation offered.

Features of the Problem

The characterization of risks is something that changes frequently, so it is necessary to design a solution that can accompany these changes with the same fluidity, and without having to change the support programming.

Another important aspect is to know where the knowledge of the specialist in risk is stored. For this, it is important that this knowledge is expressed explicitly, so that it can be reviewed by any user of the risk area without the need of a programmer.

It is also important to put the issue in a global context, so that we rely on the recommendations of the WCO which consists of a set of principles and standards called “SAFE Framework of Standards”.
